The Centre has set up a 17-member high-level committee to recommend reforms in India’s Special Economic Zones (SEZ) policy, according to the Department of Commerce, which will steer the review aimed at strengthening the export-oriented manufacturing ecosystem. The panel comprises representatives from the Department of Commerce, Department for Promotion of Industry and Internal Trade (DPIIT), NITI Aayog and the Central Board of Indirect Taxes and Customs (CBIC). The committee will prepare a concept paper outlining a roadmap for SEZ reforms, including a background study on harmonising existing export promotion schemes with SEZ operations. Schemes under review include Export Oriented Units (EOUs), Manufacturing and Other Operations in Warehouse Regulations (MOOWR), Advance Authorisation (AA), Export Promotion Capital Goods (EPCG) and Duty-Free Import Authorisation (DFIA). The exercise is aimed at aligning SEZs with broader trade and manufacturing policies, improving integration with domestic supply chains and enhancing the competitiveness of India’s export-led industrial clusters, according to a report.
