UAE’s MPCI cargo compliance program gains industry focus as digital platforms enable regulatory readiness

ODeX, in collaboration with the National Association of Freight and Logistics (NAFL), recently hosted “MPCI – Understanding the Regulation,” a panel discussion bringing together industry leaders and the National Advance Information Center (NAIC) team to provide practical clarity on the UAE’s Maritime Pre-Load Cargo Information (MPCI) requirements.

The event, held in Dubai, brought together freight forwarders, logistics providers and industry stakeholders for a focused discussion on MPCI implementation, compliance readiness and operational best practices.

The MPCI program, overseen by the NAIC, requires shipment data to be electronically submitted prior to loading cargo destined for the UAE, enabling authorities to assess risk and strengthen border security while ensuring efficient trade flows.

With India being one of the UAE’s largest trading partners, Indian exporters, freight forwarders and shipping stakeholders are actively preparing for MPCI compliance requirements.

The panel featured Humaid Al Mazrouei, Loai El Kashef, Rafik Farid and Liji Nowal, CEO of ODeX, who shared insights on regulatory expectations, operational readiness, and the importance of accurate and timely cargo data submission.

“MPCI represents a significant shift in how trade compliance is managed, and industry readiness is critical,” said Liji Nowal. “Through initiatives like this panel discussion with NAFL and NAIC, we aim to provide the industry with the clarity and tools needed to navigate compliance confidently and ensure seamless cargo movement.”

NAIC operates under the UAE’s Federal Authority for Identity, Citizenship, Customs and Port Security, and oversees advance cargo information programs designed to enhance border security and facilitate legitimate trade, informed a communique.
