US Customs and Border Protection halts IEEPA tariff collections

Feb 25, 2026

US Customs and Border Protection (CBP) has stopped collecting tariffs imposed under the International Emergency Economic Powers Act (IEEPA) from 12:01 a.m. EST on February 24, 2026, following the Supreme Court’s decision declaring the duties illegal. In a Cargo Systems Messaging Service (CSMS) notice to shippers, CBP said it will deactivate all tariff codes linked to President Donald Trump’s IEEPA orders. The agency did not clarify why collections continued days after the ruling or whether importers would receive refunds. The halt does not impact tariffs under Section 232 (national security) or Section 301 (unfair trade practices). Meanwhile, the administration has invoked the Trade Act of 1974 to impose a fresh 15% global tariff. Economists estimate that over $175 billion in Treasury revenue from IEEPA tariffs could now be subject to refunds, with collections previously exceeding $500 million per day, according to a report.
